Remember, we are talking about a siyum on Chumash, Nevim, Ketuvim, Mishna, Tosefta, Midrash Rabbah, Midrash Tanchuma, Talmud Yerushalmi, Talmud Bavli, Zohar, Rambam, Tur, Shulchan Aruch, Mussar, Chassidut (including Likutei Moharan and Likutei Halachot), Etz Chayim and Pri Etz Chayim. Making each booklet of HaOtzar HaYomi available on-line is really costing 72 Shekel per booklet (this is easily a $100,000 project). For now each booklet is being featured at half-price. This includes the costs for layout of the PDF file and for the building and design of the website you are using as well as the marketing and advertising costs.
